
Subic, Zambales – IN a unified move to address growing public dissatisfaction, the Sangguniang Bayan of Subic, Zambales has passed Resolution No. 29, S-2025, strongly urging the Subic Water District to terminate its Joint Venture Agreement (JVA) with PrimeWater Infrastructure Corporation.
During its 110th regular session held on May 27, 2025, the council cited long-standing complaints from residents including:
*Inadequate and intermittent water supply
*Dirty water unfit for household use
*Unjust water billing despite poor service
“This is a direct response to years of unresolved service failures. We must put the welfare of our constituents first,” said SB Member Elmer S. Tumaca, Committee Chairman on Public Utilities & Communication.
The resolution further asserts that PrimeWater violated key provisions of the JVA, including compliance with water quality standards and customer service benchmarks mandated by the Department of Health and LWUA.
The Subic Water District has already issued a notice of pre-termination to PrimeWater, citing similar grounds.
The council has resolved to furnish copies of the resolution to key officials and agencies for immediate action, including PrimeWater’s Subic branch and the Subic Water District Board.
The resolution was unanimously approved, presided by Vice Mayor Lauro B. Simbol, and certified by SB Secretary Eva Esoterica R. Deveraturda. Municipal Mayor Jonathan John F. Khonghun also affixed his approval.
