
THE Makati Business Permit and Licensing Office (BPLO), in coordination with the Philippine National Police – Crime Investigation and Detection Group (PNP-CIDG), the Department of Justice – Office of Cybercrime, Makati City Police, elements of the Armed Forces of the Philippines, and the Presidential Anti-Organized Crime Commission, conducted a targeted inspection at PBCom Tower on March 6, 2025. The operation focused on specific floors suspected of housing scam hubs and engaging in illegal offshore gaming activities.
While no foreign nationals were found working at the alleged scam sites, authorities discovered strong evidence of recent operations. Computers remained powered on, unconsumed food was left behind, and numerous scamming scripts were recovered. Additionally, money vaults, company IDs of foreign nationals, company-issued phones, and SIM cards were hastily discarded—suggesting that operators had fled shortly before the raid.
PBCom Tower was once a key hub for offshore gaming companies, dating back to 2017. Some of the industry’s biggest players previously operated in the building but have since relocated to undisclosed locations, which are now under investigation.
