Department of Health (DOH) – Ilocos Region Regional Director Paula Paz M. Sydiongco together with La Union Governor Francisco R. Ortega III yesterday formally signs the Memorandum of Agreement for the implementation of the Universal Health Care (UHC) program in the province held at the provincial capitol building on March 1, 2022.

Ortega III signs the Memorandum of Agreement for the implementation of the Universal Health Care (UHC) program for the development of an integrated province-wide or city-wide health system in the province.
“This agreement is an affirmation of our promise to serve the the Filipino people with the best care possible and ensure that equitable access to quality health care service will be given to each and every one. Sisiguruhin po natin na lahat ng nangangailangan ng health services ay mabibigyan at walang maiiwanan,” Director Sydiongco stated in her message during the signing held at the provincial capitol in San Fernando City, La Union.
“Under the UHC, every patient needing medical care in La Union can easily navigate from primary care level to secondary up to the tertiary level without difficulty.”
Under the agreement, PGLU will received technical and financial support from the national government in the implementation of UHC. “Maraming kailangang gawin at ayusin upang magkaroon ng continuation at maisaayos ang ating mga primary care services.”
“Importante na magtulungan at magkaroon ng mutual trust at concerted effort between the local and national government upang lahat ng pangangailangan ng ating mga pasyente ay maibigay at walang mapapabayaan,” she emphasized.
The UHC seeks to address health system fragmentation and to reorient the health system towards primary health care, primarily through the integration of local health systems into province-wide or city-wide health systems to ensure the effective and efficient delivery of population-based and individual-based health services, by virtue of Section 19 of Republic Act 11223, or the Universal Health Care (UHC) Act of 2019.
An integrated province-wide or city-wide health system is a strategy where systems in which the province and its component LGUs, will ensure the effective and efficient delivery of population-based and individual based health services.
“Because of the pandemic, our efforts slowed down but with the easing of alert level in the whole region, we can now proceed and continue with our plans.”La Union was the first province to enter into MOA with DOH on the implementation of UHC programs and have expressed commitment for the development of local health service provider networks.
